Carol J. Schultz, Executive Director

Carol J. Schultz

Carol Schultz is a Wisconsin native who said good-bye to freezing winters and transplanted herself to sunny San Diego in 1987. She earned a Master’s degree in Urban and Regional Planning at the University of Wisconsin-Madison and a law degree at California Western School of Law. During her career, she has been a resources agency planner, land use attorney, environmental consultant, business and real estate mediator, and nonprofit manager.

Carol has a fondness for New York Times crossword puzzles, dark chocolate, and mysteries. Her favorite movie classic is “Chinatown” – a detective story set in a colorful chapter of Los Angeles city planning.

Janelle Luna, Research and Planning Analyst

Janelle Luna

Janelle Luna is a San Diego native who grew up in Mission Hills. Along with collaborating with the Planner on projects and studies, she is the Project Manager for the Partnership.  A graduate of the University of California-Santa Cruz, Janelle earned her B.A. in History with emphasis on the Americas and Africa. She is currently pursing her Masters in City Planning at San Diego State University.

Janelle enjoys camping and likes to get involved in community events. In her spare time, she enjoys being an all-around athlete, participating in softball, cross-country, tennis, and fencing.

John Hargreaves, Research and Planning Analyst

John Hargreaves

Although originally from Hartford, Connecticut, John Hargreaves considers himself a native Californian.  He grew up in Escondido and has called San Diego his home for over 22 years.  John has spent time working in government, both federal and local, and uses those experiences to bring a fresh perspective to the Partnership. 

Following his bachelor's degree in Political Science from the University of California, San Diego, John obtained a master's degree in Public Administration from the University of Southern California.  John plans to someday return to school to pursue additional degrees in urban planning or business administration. 

At home, John enjoys cooking and cheering for the San Diego Chargers.  Go Bolts!

Karen Baumgartner, Program Specialist

Karen Baumgartner

Karen grew up in the Midwest, but has always been a California girl at heart. She moved from Wisconsin to San Francisco to Indianapolis and is now calling San Diego her home. Karen is the Program Specialist for Uptown Partnership, using her years of customer service and accounting experience to successfully administer the Parking Card program.

Karen enjoys spending her personal time with her dog babies, playing disc golf, hiking, painting, dancing, and playing music.
