Annual Implementation Plan | Fiscal Year 2010-11

Each year, Uptown Partnership develops an Implementation Plan for the Community Parking District that allocates parking meter revenues toward projects that are authorized by Council Policy 100-18. The City Council must approve the Implementation Plan before we can work on the projects included in it.

The following breaks down the process for developing projects in order to show you how to get involved and how parking meter revenues can be used to improve Uptown.  We hope to hear from you!

Why Plan?
To prepare Uptown for present and future mobility needs, primarily parking. We also plan for walkability, public transit, and biking because these all relate to the driver's abiilty to find a parking spot. Our goal is for drivers to find convenient parking in Uptown with a minimum of effort.

Meter Revenues
The Partnership is responsible for reinvesting 45% of Uptown parking meter revenues in the community. Funded programs and projects are designed to improve parking availability, traffic circulation, transit effectiveness, and pedestrian mobility.

Council Policy 100-18 | Our Action Areas

City Council Policy 100-18 governs the types of projects Community Parking Districts can invest in.

  • Increase Parking Supply - Valet parking, increase on-street parking
  • Manage Exisiting Parking Inventory - Reconfiguration of exisiting parking
  • Provide Mobility Information - Signs, marketing, communication
  • Provide Funding for Community Shuttles - Shuttles within boudaries of Uptown Community Parking District
  • Promote Alternative Forms of Transportation - Public transit, bicycling, walking
  • Provide Extraordinary Maintenance and Landscaping - Associated with parking supply and demand
  • Provide Extraordinary Security Activities - Associated with parking supply and demand

The Project Development Process & You

Your involvement is the first step to improving your neighborhood! Follow the steps below to help us develop the projects that will improve parking in Bankers Hill-Park West, Hillcrest, and Mission Hills.

Step 1
– Neighborhood groups and individuals submit project ideas in January and February. Project proposals are due by March 1, 2010.

  • Your Part – Email us, attend a neighborhood group’s meeting, or use the public comment period at the beginning of our monthly Board of Directors meeting. Board of Directors meetings are held at 4:30 PM the first Thursday of every month at Park Manor Inn. Review previous Implementation Plans to see what projects have been funded in the past.

Step 2 – Develop criteria for evaluating project submissions at Planning and Projects Committee meeting in February.

  • Your Part – Provide feedback and thoughts for the committee during the public comment period at the beginning of the meeting.  Check the monthly meeting schedule on our website. Add yourself to the email distribution list for agendas by emailing us. Add our blog to your RSS feed, or follow us on Twitter @UptownParking for regular updates.

Step 3 – The Planning and Projects Committee reviews the project scores in March. The Committee recommends which projects should go to the Board of Directors for funding approval and inclusion in the Implementation Plan.

  • Your Part – Attend the Planning and Projects Committee meeting to provide any feedback you may have.

Step 4 – The Board of Directors reviews the Planning and Projects Committee recommendations and approves the Implementation Plan in April.

  • Your Part – Make sure you have submitted any feedback for Board consideration before the meeting!

Step 5 – The City Council reviews and approves the Implementation Plan for the coming fiscal year in June.

  • Your Part – Contact your Councilmember and let them know that the community wants these improvements.

Step 6 – The Planning and Projects Committee and Uptown Partnership staff review project progress and report to the Board of Directors and neighborhood groups throughout the year.

  • Your Part – Attend Board of Directors and Planning and Projects Committee meetings to provide feedback and learn ways to support projects.
